"(...) Bei den geringsten Anzeichen einer aufrührerischen deutschfeindlichen Betätigung oder Gesinnung, und sei es nur in Form von Gesten (bolschewistischer Gruß oder ähnliches) oder Schmährufen, erwarte ich schärfstes und schonungsloses Eingreifen aller deutschen und italienischen SS- und Polizeieinheiten. Ich werde gegebenenfalls jeden Führer decken, der in Befolgung dieses Befehls in der Wahl und der Schärfe des Mittels über das bei uns übliche zurückhaltende Maß hinausgeht. (...)"

 "(...) Bei einem Überfall ist das Feuer, ohne Rücksicht auf sonstige Passanten, sofort zu eröffnen. (...) Tatkräftiges, entschlossenes und schnelles Handeln ist erstes Gebot. Schlappe und unentschlossene Führer werden zur Rechenschaft gezogen, da sie die Sicherheit ihrer unterstellten Truppe und die Achtung vor der deutschen Wehrmacht gefährden. Zu scharfes Durchgreifen wird bei der derzeitigen Lage niemals Grund zu einer Strafe sein. (...)"
